afd patch / hack

Ignore the trace in comment 1 on this bug, I was using a MP build by accident. 
After working this though with Gunnar, It seems Afd was setting a timer with a
NULL DPC proc, after moving some things around, tcpsvcs worked, but when i
checked Firefox, it was crashing in afd.  Gunnar worked up a hack/patch that
addressed some of the issues in Afd.  With his patch, I can run tcpsvcs and
Firefox does not crash, just hangs like it always does.  I'm going to let this
bake in my WC for a bit and see what comes of this patch.
