The file-system utilities need to be implemented, including ulib.dll, fslib.dll,
ufat.dll and untfs.dll. They are mostly undocumented, but have some
documented/exposed interfaces accessible through APIs, see sysinternals for an
example of this. They are mostly C++ and everything is dynamic, so there can
exist uext2fs.dll, etc. ulib.dll is the master DLL which exports the interfaces
to register other DLLs.

The following apps depend on this implementation:
chkdsk
autochk
(and their related binaries).
possibly 3rd party defragmenting/disk checking utilites.
