In startmenu.cpp in subsys/system/explorer/taskbar, there is this:

case PM_STARTENTRY_FOCUSED: { ///@todo use TrackMouseEvent() and WM_MOUSEHOVER
to wait a bit before opening submenus

I assume this would be the correct place to implement a delay?
