ROS MoveFile/Ex/WithProgress all fail to move folders with win error 5(Accessed
Denied).  This can be reproduced by any simple program trying to use any of
these functions to move a folder or by trying to use the "move" command in cmd
to move a folder.  They all depend on MoveFileWithProgressW.  This bug also is
believed to be the cause of some installers not working.
