I'm lowering the severity to major since it seems not everyone is setting it.
The simplest test for me is at follows:

Boot ROS into CUI mode with cmd.exe
Write "exit".
I'll usually see the shutdown quote, and then qemu will freeze. It shouldn't
freeze, this means something messed up during shutdown. Sometimes it freezes
earlier.
