First, do you have a subkey named SERENUM in 
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum ?

If yes, your serial mouse has been detected but not installed. You might try 
the updated driver here: http://hpoussineau.free.fr/reactos/sermouse.sys
If no, the problem is harder and I don't have any solution yet.

Just to say facts, serial mouse doesn't work (yet) in livecd, in second stage 
setup (the graphical one) and possibly not before the end of all new hardware 
wizards.
By the way, the serial mouse is better detected when it is not moved during the 
detection.
