This is the case on a Toshiba Satellite A55-S1064 as well.  The system has no
floppy drive, no FDC, and yet, it hangs booting with floppy.sys installed in
the system.

There is no BIOS control program, either, to disable or change any options. 
The only settings that are configurable on this laptop are the default boot
device and the mouse-pad thing on the keyboard—and those are controlled by
Windows® programs, not the BIOS’ “setup,” which doesn’t exist on this system.
