Functionality update :

EnumServiceStatusEx is now working correctly and a full listing of services can 
be retrived.

We currently lack the ability to start and stop services via StartService and 
ControlService.

The introduction of (a partly implemented) servman.exe provides a decent test 
bed as it relys on these functions.
