Adds a new module type "idlheader" that can be used to generate headers from
.idl files. Modules that rely on such headers should use the <dependency>
directive to ensure the headers are generated before the module is built. The
headers are generated in $(INTERMEDIATE)/include/reactos/idl, which must be in
the search path.
