We have allot of utf-8 to ansi conveting problem in reactos

Tested with rusasin langues 
1. CMD do not manger convert utf-8 to ansi without something regress

2. The Explorer if u press right mouse buttom on active bar u will 
   the text does not be converting 

3. explorer have allot other utf-8 to ansi bugs as well
