Sorry if I am mixing things here, but ROS uses the proper keyboard layout for
all applications as soon as the french-france locale has been selected. 

The GINA app does not (yet).

I agree that the locale and keyboard layout are different thing, but I don't
see any other place where you choose the keyboard layout in ROS yet.
