To answer your points:

1. Log out needs some more work. Especially, processes of the user who is 
logging out are not killed. That's why you see the "old" explorer and the login 
window.
2. I don't really understand, but it is probably related to the 1st problem
3. Drawing bug in win32k.sys, known. 
4. Security subsystem partly exist, and I don't see why you want to remove the 
"Press CTRL+ALT+DELETE" window.

In conclusion, yes, user accounts need work, but are in the way.
