Added test to avoid buffer overflow in ConvertULargeInteger

Added DebugPrintf to trace an unlikely event 
marked "FIXME ERROR_INSUFFICIENT_BUFFER"

Milliseconds in %time% are with 3 digits

Attached patch contains update from bug 1983 too
