Update of translation. Added some new translations.

Please add following line 
#include "lang/uk-UA.rc"

to files:
reactos\base\applications\screensavers\matrix\rsrc.rc
reactos\base\applications\shutdown\rsrc.rc
reactos\base\shell\explorer-new\explorer.rc
reactos\dll\cpl\powercfg\powercfg.rc
reactos\dll\win32\serialui\serialui.rc


There are also some translations for rosapps.
Please add following line 
#include "translations/uk.rc"

to file:
rosapps\downloader\rsrc.rc

and line:
#include "lang/uk-UA.rc"

to files:
rosapps\fontview\fontview.rc
rosapps\imagesoft\rsrc.rc
