An undocumented dll, currently not even built, outdated. Yet this dll is
important to several processes. My research has found that in windows 2003,
winlogon.exe, userint.exe, lsass.exe, user32.dll, wuaueng.dll use it and
dwm.exe in vista.
There are 128 functions in the vista version, 103 in the w2k3 version. Wine has
no version of this dll. I'll provide a patch of a better implemented stub with
all the functions.

Little to no documentation is available on most of these any way... so i can't
do much.
