The problem was in recursive calls to LdrpAttachToProcess which happened after
a proper fix was applied in 20556, and previously the bug was always masked by
unclean StaticUnicodeString which made DLL loading attempts to fail.

29636 fixes the problem, and 1C starts again in trunk (it has other problems
later, for which another bug will be opened later).
