Udpate translation of msconfig, comctl32, comdlg32

Added translation of fdebug. Please place uk-UA.rc file to
\boot\freeldr\fdebug\lang\

Autosyncing with Wine HEAD erases my translations of comctl32, comdlg32. Is it
possible to update comdlg32_ros.diff and create comctl32_ros.diff to solve this
problem? BTW, the same problem will be with shell32.
