Adds hack to RQueryServiceConfigA, RQueryServiceConfigW already had this hack.

Added hack to RQueryServiceConfigA that is the same as hack already existing
for RQueryServiceConfigW. The problem is somewhere in rpcrt4. Will track down
at a later date.
