Several implements for ansi functions and EnumDepenentServices

Added several implementations for ansi functions based on wide implementations.
Implement EnumDependentServices and fixed several error returns.
Fixed deleting service when marked for delete and last handle closed for the
service.
Added setting value to LocalSystem for ObjectName reg entry when creating win32
services.
