I reproduced the bug with an Italian keyboard (physical device) and today with
a Spanish one.

Using head with Vmware.
I couldnt reproduce it.

for further attempts to confirm your bug report the following details please:

host OS, keyboard layout, keyboard connection type (USB?), version and kind of
virtual machine, tested reactos build version (selfcompiled or precompiled
build?)
