You're talking about two different things:

1) run an executable file from cmd without typing the name plus its extension:

This works in ros, I've run a .bat and and .exe just typing their name without
the extension.

2) copy a file from one place to another

You can't expect the interpreter to know what file exactly you want to copy.
Suppose you have test.com test.bat and test.exe in the same directory, you have
to explicitly tell which one you want to copy or copy all of them using
wildcards.

So ReactOS behaves as Windows does either you meant 1) or 2).
