Just retested 32232. The error message that i presented in original bug
description is no more. Now, when i press Cancel button (first time), it spits
out:

When i reopen the regional settings, i get the same listing of errors as
before, to the point of raddr2lining. This is why i left the original listing.

I also added a screenshot, showing the window display corruption i observe when
regional settings window is opened THE SECOND time (and the following ones).

Closing the window SECOND TIME, produces a bit different message, there you
have both old and a new one.
