Are you sure you're pressing "C" (Create a partition) in 1st stage setup
screen, when you're insttalling on an brand-new virtual harddisk image?

There may be a problem when reactos doesn't autopartition the drive and just
proceeds with installation, and it's unrelated to VirtualPC.
