Half-fixed in r31690.

Cmd will now use the keyboard layout that is defined at 1st stage setup, but
won't be affected by per-user changes of the keyboard layout, because win32csr
is loaded before the user logged on.

IMO, we should load the per-user keyboard layout in HKCU for win32csr, when a
user logs on.
Unfortunately, I have actually no idea how to do that properly, so someone else
should look at this bug please.
