revision 34247 + Debug buils successully but fails to install :

[COPY]     c:\reactos\system32\hal.dll
[COPY]     c:\reactos\hal.dll
mingw32-make: *** No rule to make target `boot\bootdata\i386\hivecls.inf',
neede
d by `c:\reactos\system32\config\default'.  Stop.

This is a regression as a previous revision can be installed successfully (bug
3310)
