Tested on rev 34285.

1) Create/New contains untranslatable "Text Document" string.
2) Create/New contains .rft entry. Should be .rtf;
3) Create/New/"Text Document" creates a file, named "&New Text Document.txt" of
which only "New" is localized. "Text Document" remains in english. The name
should not contain & char and be fully localized.
4) Create/New/.rft creates a file, named "&New.rft.rft" of which "New" string
is localized. This string should not contain &, nor doubled .rft, only single
.rtf as extension.

This behaviour is confirmed on two different localizations (Polish and Czech).
