This patch removes a hack in the executive handle implementation, which worked
around a memory corruption bug.

When removing this hack I have successfully run ReactOS to 3rd stage and tested
several applications, both in Qemu and VMWare.

In particular, revision 32770 should have fixed the bug hidden by this hack.
