The system key combinations Control-Alt-Delete and Ctrl-Shift-Escape are
implemented in explorer.exe and not user32.dll as with Windows.

Reproduce steps:
1. Start task manager.
2. Click Processes.
3. Click explorer.exe
4. Click Kill Process.
5. Press Control-Alt-Delete.
