When the Folder Properties window is launched via control folders the title
says "Properties for" while on Windows is says "Folder Properties" when
launched this way.

Reproduce steps:
1. Start
2. Run
3. control folders

KVM Version: QEMU PC emulator version 0.9.1 (kvm-62)
ReactOS Version: 0.3.5 Installation/Boot Image
