The outer cmd sees that its child process has exited, and assumes that it ought
to start accepting commands again. Having two cmds trying to read from the same
console causes confusion.

I don't think this is really a bug. Windows doesn't protect against this either
- the symptoms there are a bit more subtle at first, since Windows' cmd uses
the console differently, but try to get anything done and you'll find that as
you're constantly being switched from one cmd to the other (each with its own
current directory and command history) it's still unusable until you exit all
but one.
