The attached patch (shell32) fixes the crash and the bug where you can't open
subsequently timedate.cpl from the taskbar.
The problem isn't that time fails to change but explorer doesn't refresh the
new time. If you change the time, apply then reopen timedate.cpl you'll see the
time has changed.
The time in the taskbar wasn't even refreshed by rev. 26453, I've just tested
it.
