At the moment I can just think to one explanation.
Perhaps Vista does not store a copy of those settings into WIN.INI, but only
elsewhere.

Can somebody verify on Vista if:
1) The file WIN.INI exists into your WINDOWS directory.
2) If it exists, please open WIN.INI and search if [intl] section exists.
3) Into [intl] section you should find if "sDecimal" and "sThousand" keys
exist, and which characters are assigned to them.
