It was for 1st stage setup. Not so long ago if you chose for example English as
default language, then you could use any keyboard layout among all available
(so there was a list of at least a couple of pages), now you have one or two
layouts to choose from (this is wrong by the way, see bug 3313), so this bug
can't be seen.
