On r32719 when trying to install Firefox 1.5.0.12 the installer often stops
doing anything. Sometimes the mouse can be moved, but you cannot terminate the
installer. Terminating it with taskmgr results in a crash. sometimes you even
cannot move the mouse anymore.
In both cases there is no debugoutput. ROS still runs and you can break into
kdbg.

It works only sometimes, maybe one out of 3 tries.

The regression seems to be introced by r23654
