3. try for FoldString_A_W

Now the patch doesn't depends on bug 3252 (host unicode sync) anymore. The
files casemap.c and fold.c are taken from wine.

kernel32_test locale with this patch
locale: 593887 tests executed (0 marked as todo, 151 failures), 0 skipped.

kernel32_test locale w/o this patch
locale: 534 tests executed (0 marked as todo, 119 failures), 1 skipped.
