The real issue is : we can't open control panel applets by double clicking on
them, which is a regression.

The description was wrong. You can't open most applets double clicking, to open
them you have to right click on them and choose open (default context action).
There are some you can open normally double clicking though (network
connections, fonts, printers and administration tools). Guilty revision 37063.
