Yes it's not a wine bug. It's a mfc bug! When you read the wine bug report
there is a good part that reflect the mfc bug. Show in Comment #29 from winebug

We also read the "Bits" in IntSetDIBits() without _SEH_TRY them.
I have also try a ProbeForRead() but this will not work for me. 

I have a made a patch that let WinMerge work but I think it's a bit hacky :-)
