It's not fixed as of 37481, as explained in comment #1 all cpl applets receive
WM_LBUTTONDOWN twice. So (i.e.) if you try to change the time by clicking on
the up and down arrows, every click increases the hour/minutes by two instead
of one.
Another easy way to see it is by trying to change environment variables, it's
enough to click once to open the "edit variable" window to change them (it
should open by double-clicking the variable).
