Tested in 37466. Confirming.
Seems we have a problem renaming, you need to provide full path to make the
rename working.
Using "rename notepad.exe NOTEPAD.exe" launchs the bug reported.
But using "rename C:\ReactOS\System32\notepad.exe
C:\ReactOS\System32\notePAD.exe" seems to work.

So the bug is because relative/full path problem.
