Tested http://reactos.colinfinck.de/download/pschweitzer/pierre-fsd.7z .
As noted in r34978:
"Renamed it to VfatNotifyChange The code looks better, should work better but
is still commented out because of missing implementations in FsRtl. See issue
#2821 for more details."
Hence, notifications are still not functional.

Notifications seem to have been implemented now, see
http://cia.vc/stats/author/pschweitzer , all changes up to r36749. However,
testing of the branch via the ISO located at
http://reactos.colinfinck.de/download/pschweitzer/pierre-fsd-r36749.7z
indicates that implementation is not working.
test cases:
1) open notepad, save file to desktop
2) cmd prompt, navigate to desktop, echo hello > hello.txt
in both cases, the file should appear automatically.

No, it's not been completely implemented.
Only initialization and end are implemented. All the intermediate stuff (and
most important, as well) isn't present.
