the problem is in iphlapi GetNetworkParams more precisely in getResInfo, it is
looking for the network settings in a wrong place
(SYSTEM\\CurrentControlSet\\Services\\Tcpip\\Parameters\\ instead of
SYSTEM\\CurrentControlSet\\Services\\Tcpip\\Parameters\\Interfaces\\{root
device id}).
