As proposed by hto. If offset > 0x400000, it is absolute so substract the base
address. Assumptions:
- Images with base < 0x400000 MUST be relocated to > 0x400000  addresses. (this
seems to be the case, e.g. the 0x10000 based images are kernel modules)
- The offset of a relocated image MUST be relative. Or the relocated base
address must be specified.
