Now i get it too, this seems to be related to the control (listbox) where the
wallpaper is selected. If you choose a new wallpaper you have to deselect and
select it to be able to apply the new wallpaper here.
This also qualifies as a workaround for this bug as it seems: 
- Change your color depth
- Goto the wallpaper page
- Deselect/select your wallpaper, then press OK

Due to a comctl32 or user32 sync probably?
