Splash screen in 7.63 on 0.3.11

The IceChat 7.63 UI is mostly corrupted in ReactOS. The splash does not show
the IceChat logo (and is not borderless), the menu and tool bars are corrupted,
the sidebars are drawn where they shouldn't be and the emoticon and color icons
are black. As a sidebar, the script engine fails to start.
