Every OS lets the user select the partion where he wants to install to, yes.
(ReactOS didn't at this time ..). But by DEFAULT one of the primary partitions
is marked as active.

If You don't select a different partition, the actual ACTIVE partition is the
one, from where the OS boots (or in this case: where You install Your OS
automatically - if You don't choose another).

If You make 4 new primary partitions onto an empty disk with an external tool,
one of them is marked as active (usually ..). By this the OS knows where to
install to. This was behavior of DOS and Windows95/98. Seems it is still the
behavior of actual WINDOWS:
