Ok,
Install FF 1.5 and launch it right after the install. FF will run maximized.
Now minimize it, than click on it on the tool bar so it will restore the the
maximized window, now click on restore down button to become windowed. It will
bounce back from windowed to maximized. I can reproduce this on hardware and
qemu on Linux, Xp etc.....

So devmgmt too~ Yeap! Hum? 41772?

41772 has nothing to do with FF 1.5 new behavior that started after 41373, so
please start a new bug report. 41772 is correct, the new bug has been
uncovered.
