Replication method:
-Go to the edge of the taskbar.The mouse icon will become a double arrow.
-Pull the edge upwards.You can resize it.
-Now,try to restore to the original position. BUG here ;)

This is happening since 41251:
- fixes the problem of unsetting the HWND_TOPMOST property (e.g. taskmgr)
- review recommended, but i think it's sufficient to limit topmost property to
desktop windows only (otherwise we can remove this part of condition)
