scrollbar glitch 1

There are some problems with scrollbars in ReactOS.
For example if you click one time the arrows in the scrollbar, they remain
pressed.
Other problem is that if you click one time in the scrollbar area it remains
black when button is depressed.
To reproduce the bugs i used a long text file under notepad.
Attached is a screenshot showing these problems.
