Because it's hardcoded to C:\ReactOS\System32\cmd.exe which doesn't exist in
Windows.
By the way, to confirm even more this theory I've copied the "broken" cmd icon,
restarted ros, then copied the "working" cmd icon and did an fc /b on them,
they're indentical.
