I started noticing that "profiles" folder inside c:\ReactOS not so long ago.
The problem is that it doesn't appear always, and I couldn't find yet a method
to have it created. It's sure related to the bug.

Here's some testing I've done when it happened to me last time:

1) I confirm that you can't create new shortcuts but ON THE DESKTOP, you can
create new shortcuts elsewhere.

2) - I created a file c:\setdata.txt, made a shortcut to that file in C:\TEMP
   - I could launch the shortcut to setdata in c:\temp from explorer
   - I copied the shortcut from c:\temp to c:\documents and
settings\administrator\desktop, and it appeared with the blank icon, it didn't
work, right clicking on it, I got "c:\ReactOS\profiles\desktop\setdata.lnk"

3) I copied the file c:\setdata.txt to c:\documents and
settings\administrator\desktop, the file appeared but if I tried to open it by
double clicking on it, I got: File 'c:\ReactOS\profiles\Desktop\setdata.txt'
does not exist Do you want to create a new file?

4) copied c:\documents and settings\administrator\desktop\command prompt.lnk
c:\temp
I could launch the cmd shortcut with explorer from c:\temp.

>From all of this, I deduct that when this issue arises there's a problem with
the desktop virtual folder, it points to c:\ReactOS\profiles\desktop instead of
c:\documents and settings\administrator\desktop
